Because 500 young people for culture: the Minister responds

When the answers strip the King

The exit of the call for 500 places of training course of the decree “Value culture” was welcomed with thunderous rejection by thousands of professionals of the culture. These are counterbalanced by hundreds of young graduates who (they think) see in this opportunity a possibility of training that can be spent in the world of work. The minister’s answers can be summarised in a few places:

We had 2.5 million euros for training and it seemed right to unpack them in this way, creating internships
It is not a public competition but a possibility offered to the institutions to know and train young people
We have demanded high requirements to build an Italy of merit
It is an opportunity for training and not competition for professionals who work in the field every day

The justification of the error is worse than the error itself. As I tried to outline in the previous speech on this blog, the 2.5 million of euros could be spent in training, but giving real opportunities to work for children, making them enter the companies, putting them in contact with real projects, aimed at Something: Here instead the ministry chooses the internal road, without having proposed any project of digitalization and enhancement that are not the words themselves, giving almost the impression that to participate in this announcement allows the boys to obtain in the future a Preferential way in the world of work and future public competitions (otherwise it is not clear why the Minister emphasizes the awareness of the youth institutions): The young people in the institutions are there every day, thanks to study projects, thesis of Bachelor’s degree, Master’s degree, specialization and doctorate. Personally I do not know a single archaeologist who in his research has not had to compare with the officials of the various cultural institutions (museums, archives, superintendencies, etc.): But this the minister can not know, because he does not belong to This world if not at the nominal level, thanks to a charge conferred on it by the government currently in office. Therefore, as the Ministry cannot assume, it chooses the path of the “external collaboration” to which it barely offers a reimbursement of expenses.

The second serious topical is that the ministry opens to this announcement of training all the Italian youth: not only the graduates in the field of cultural heritage and humanities, to which no preferential route is offered, even if it is a ban on the MiBACT ( As if an archaeologist had the opportunity to participate in the calls for training in engineering, architecture, etc.!), but also all graduates in the field of computer science (what does a graduate in computer security in the digitalization of Cultural heritage I can not explain it: I ask for help to the good ones) and who has more of it. And beyond the graduation vote, which I am very well to bring to 110/110, it requires not already a direct competence in this area (just a generic hint that they score training activities of at least 150 hours performed in this field) but a knowledge of English at level B2. Regardless of the fact that such a level of competence the Italian boys have to do it out of their own pocket because no humanistic faculties (which is not foreign language and literature) gives the possibility to his students to prepare such a certification, Rightly someone points out that we will be confronted with documents perhaps written in ancient languages (Latin and Greek), for which English does not provide any further understanding. And what about the archival documents, handwritten according to medieval and post-medieval canons that require specific skills that only archivists acquire, and not already a graduate in contemporary literature? I wonder if those who wrote this announcement have ever taken in hand a parchment of the THIRTEENTH century and tried to read it…

Chapter Professionals: The justification is terrible, because the work that the trainees will do however is to remove employment opportunities for professionals, and will be a job whose results will be anything but definitive. You could choose so many ways to invest this money, from placements to research cheques, from apprenticeship contracts to training contracts to be carried out within companies on specific projects in BB. CC. But no, you do heap, you do number, in a completely random, with criteria that are purely legal but with the reality of the facts have very little to do.

We take note of one thing: the President read at the presentation of the Decree stated that the work of young people was valued. Today the Minister stresses that it is not absolutely work, but simply a training course ‘ to offer graduates the opportunity for a specialization that will bring them into the cultural heritage ‘. In practice, we will create 500 young people with a specialization that do not know how to spend in the job market (the incredible myopia to create the professional figure of the “cultural digitizer”, a legal and professional), unless the ministry Of culture believes that this chapter of enhancement does not need the direct use of professionals and professionalism of the world of culture, but a general use of people trained through internship. One question arises: how many of those who will pass the selection notice have entered a museum and understood what is inside and what it represents? It was not thought that this could be a fundamental requirement of the announcement, or to know at least in large lines what is what you take in hand to digitize it and enhance it? And to the many or to the few (I hope nobody) who will answer NO to this question, we will make digitization and enhancement of the cultural heritage. But how can you value what you do not know? Then, the Vulnus is not the merit of those who are called to participate in the announcement, but the merit of those who think this announcement, writes it, puts it in place, and more generally manages the cultural heritage (both clear not only at political level ministerial but also at the technical level Co-administrative).

A final reflection: when Italy sees fit to manage the cultural heritage are the professionals of culture (both clear, with specific skills and training, and not with simple pieces of paper), and non-generic professionals Economy, finance, Twitter?

On Monday, December 16, following the uproar aroused by the announcement, the Ministry proceeded to a conservative and reductive change of the announcement. It disappears Italy of merit recalled by the Minister, are created conditions of formation less inhuman, but remain much of the problems already raised, including that underlined by Salvo Barrano that many Italian regions do not provide, by law, State salaries of internship or internship lower from €450 or even to €600, while this announcement as we know expects €416 monthly. The changes are summed up as:

The graduation vote needed to access the selection is now lowered to 100/110
The requirement of linguistic certification has been cancelled. However now it is possible to present a level of certification starting from the B1, with additional score assignment
The Monte Annual total training Hour is now lowered to 600 hours
As a result of these modifications, the type of assignment of the general score was also varied
