Because 500 young people for culture: the Minister responds

When the answers strip the King

The exit of the call for 500 places of training course of the decree “Value culture” was welcomed with thunderous rejection by thousands of professionals of the culture. These are counterbalanced by hundreds of young graduates who (they think) see in this opportunity a possibility of training that can be spent in the world of work. The minister’s answers can be summarised in a few places:

We had 2.5 million euros for training and it seemed right to unpack them in this way, creating internships
It is not a public competition but a possibility offered to the institutions to know and train young people
We have demanded high requirements to build an Italy of merit
It is an opportunity for training and not competition for professionals who work in the field every day

The justification of the error is worse than the error itself. As I tried to outline in the previous speech on this blog, the 2.5 million of euros could be spent in training, but giving real opportunities to work for children, making them enter the companies, putting them in contact with real projects, aimed at Something: Here instead the ministry chooses the internal road, without having proposed any project of digitalization and enhancement that are not the words themselves, giving almost the impression that to participate in this announcement allows the boys to obtain in the future a Preferential way in the world of work and future public competitions (otherwise it is not clear why the Minister emphasizes the awareness of the youth institutions): The young people in the institutions are there every day, thanks to study projects, thesis of Bachelor’s degree, Master’s degree, specialization and doctorate. Personally I do not know a single archaeologist who in his research has not had to compare with the officials of the various cultural institutions (museums, archives, superintendencies, etc.): But this the minister can not know, because he does not belong to This world if not at the nominal level, thanks to a charge conferred on it by the government currently in office. Therefore, as the Ministry cannot assume, it chooses the path of the “external collaboration” to which it barely offers a reimbursement of expenses.

The second serious topical is that the ministry opens to this announcement of training all the Italian youth: not only the graduates in the field of cultural heritage and humanities, to which no preferential route is offered, even if it is a ban on the MiBACT ( As if an archaeologist had the opportunity to participate in the calls for training in engineering, architecture, etc.!), but also all graduates in the field of computer science (what does a graduate in computer security in the digitalization of Cultural heritage I can not explain it: I ask for help to the good ones) and who has more of it. And beyond the graduation vote, which I am very well to bring to 110/110, it requires not already a direct competence in this area (just a generic hint that they score training activities of at least 150 hours performed in this field) but a knowledge of English at level B2. Regardless of the fact that such a level of competence the Italian boys have to do it out of their own pocket because no humanistic faculties (which is not foreign language and literature) gives the possibility to his students to prepare such a certification, Rightly someone points out that we will be confronted with documents perhaps written in ancient languages (Latin and Greek), for which English does not provide any further understanding. And what about the archival documents, handwritten according to medieval and post-medieval canons that require specific skills that only archivists acquire, and not already a graduate in contemporary literature? I wonder if those who wrote this announcement have ever taken in hand a parchment of the THIRTEENTH century and tried to read it…

Chapter Professionals: The justification is terrible, because the work that the trainees will do however is to remove employment opportunities for professionals, and will be a job whose results will be anything but definitive. You could choose so many ways to invest this money, from placements to research cheques, from apprenticeship contracts to training contracts to be carried out within companies on specific projects in BB. CC. But no, you do heap, you do number, in a completely random, with criteria that are purely legal but with the reality of the facts have very little to do.

We take note of one thing: the President read at the presentation of the Decree stated that the work of young people was valued. Today the Minister stresses that it is not absolutely work, but simply a training course ‘ to offer graduates the opportunity for a specialization that will bring them into the cultural heritage ‘. In practice, we will create 500 young people with a specialization that do not know how to spend in the job market (the incredible myopia to create the professional figure of the “cultural digitizer”, a legal and professional), unless the ministry Of culture believes that this chapter of enhancement does not need the direct use of professionals and professionalism of the world of culture, but a general use of people trained through internship. One question arises: how many of those who will pass the selection notice have entered a museum and understood what is inside and what it represents? It was not thought that this could be a fundamental requirement of the announcement, or to know at least in large lines what is what you take in hand to digitize it and enhance it? And to the many or to the few (I hope nobody) who will answer NO to this question, we will make digitization and enhancement of the cultural heritage. But how can you value what you do not know? Then, the Vulnus is not the merit of those who are called to participate in the announcement, but the merit of those who think this announcement, writes it, puts it in place, and more generally manages the cultural heritage (both clear not only at political level ministerial but also at the technical level Co-administrative).

A final reflection: when Italy sees fit to manage the cultural heritage are the professionals of culture (both clear, with specific skills and training, and not with simple pieces of paper), and non-generic professionals Economy, finance, Twitter?

EDIT: 18/12/2018

On Monday, December 16, following the uproar aroused by the announcement, the Ministry proceeded to a conservative and reductive change of the announcement. It disappears Italy of merit recalled by the Minister, are created conditions of formation less inhuman, but remain much of the problems already raised, including that underlined by Salvo Barrano that many Italian regions do not provide, by law, State salaries of internship or internship lower from €450 or even to €600, while this announcement as we know expects €416 monthly. The changes are summed up as:

The graduation vote needed to access the selection is now lowered to 100/110
The requirement of linguistic certification has been cancelled. However now it is possible to present a level of certification starting from the B1, with additional score assignment
The Monte Annual total training Hour is now lowered to 600 hours
As a result of these modifications, the type of assignment of the general score was also varied
Why 500 young people for culture:
17/12/2013: Ichino on the ‘ 500 young People for culture ‘: ‘ The ministry does not pretend to be an internship when in fact it is a work relationship ‘

#no18maggio If archaeology is just pastime

A.A.A. Professionals refused

Until some time ago, we greeted almost with pleasure the fact that the State organized periodic free receipts in museums: we greeted the attention to culture, the willingness to make it accessible to all, to open the doors to citizens. This time something has changed: this time the White night of the museums that will take place on May 18 has become a boomerang against the culture. It was enough that @g_gattiglia launched on Twitter the hashtag #no18maggio, wondering if it was right that archaeology is left in the hands of amateurs, that immediately a wave overwhelmed the initiative, even reaching the “secret rooms ” of those who Decision took it and despite everything continues to defend it.

On May 18th the museums will be open thanks to the volunteers: Italy is the country that has made the third sector, that of volunteering, a point of diamond in front of the whole world. But if 50 years ago, when there was not even the Ministry of Cultural Heritage, the archaeological excavation made by amateurs was a good pastime, today continue to think in these terms is a devastation of the discipline: volunteering must return to be a A positive resource for the cultural movement, it cannot be the piece that takes away the work of the professionals more than they already do not remove them incompetent and political administrators even more incompetent than them.

Let’s be clear: the whole chain of BB. CC. is now water from all sides. The archaeologist is a random figure, legally unrecognized, officially non-existent (who can be said an archaeologist? Respond to the poll sponsored by the CIA and you will find that for many you just have a degree seasoned with a little ‘ experience and you are already archaeologists, as if a surgeon can be such with a simple degree in medicine and some belly open to someone!), professionally Mistreated and often even insulted at the civil level. Have you ever known insulted archaeologists because hired by a museum where until the day before they worked volunteers, who feel “threatened” by the arrival of the trader? Have you, archaeologists, ever had to jump over backwards to have to take a heck of a picture at a find and discover that then the museum pays photographic products of the Fife made by people who are going to photography as cabbage to snack? To me more than several times, unfortunately.

Let’s face it all, too many people are comfortable in the BB field. CC. Meritocracy is non-existent, almost spat: it is comfortable because who is in the round, has the doctorate insured, has the commissions of the Superintendencies insured, has the hooks and the right adconnections at least to pull to the campare. And if you’re not around, well, worse for you, because you have to find yourself competing with the volunteer: but it works for free because it is a pastime for him, while for you it means bringing the bread home. So maybe the excavation make him do the voluntary associations, which of course will destroy everything and publish zero, because under the guidance of archaeologists that when it is good to have a normal degree and technically not even the right to be Considered as scientific excavation directors. Role that naturally covers some inspector of the Superintendency, so that he is guaranteed the publication somewhere, the rest in Ramengo. There is also wonder why the excavation must be a matter of construction companies, and not of archaeologists, another theme that perhaps one day will need to discuss.

On May 18 is the mortification of culture: because henpecks the professionals and exploits the volunteers. ENOUGH with this history of the free entrances to the museums and then to be told that there is no money. If this money is not there, why do we want at all costs to free the people in museums by asking people to keep them open voluntarily, without pay even flat, or without overtime? Why is it not possible to simply charge the reduced admission or at least a lump sum of some euros? In This country we want the full barrel and the drunken wife: we think that culture is a fact only prerogative of the state, which must at all costs guarantee it. Have you ever wondered how it is possible that they remain open museums that have 1 only paying visitor a year? How is it possible that you spend €50,000 salaries in the face of €3 in cash? As Gian Antonio Stella wrote, one account is to say that culture must not self-nourish itself because it is not a profit-making, another account is to say that it should only weigh on the coffers of the state. Which to keep museums open spends more than 70% of the overall budget, i.e. museums are only 30% self-sufficient, while abroad this percentage is reversed. Merit of those who think that every village must have its museum, and people handcuffed with municipal administrations that manage to get approved projects whose business plan is bankrupt only to read the title (The history of MAV in Campania is enlightening under This profile). But you are told that culture is important, but important for whom?

Now the culture declines only in economic terms: you have to enhance the BB. CC. But not to give work to the professionals of the culture, only to increase the tourists and to fattize the induced. We need culture to feed hoteliers, restaurators, tour operators, etc. But when is the archeologists ‘ turn coming? The real ones I mean, the pros, not the fur ladies who go on a grand Tour in the nineteenth century way. Paul Gull said that culture is a serious thing and as such must be done to manage professionals. What is even sadder is that not even the enhancement is left to them (which in turn in the past have Schifata), but entrusted to improvised companies, which failed on the traditional market try to recycle in the BB. CC., and maybe someday someone will have to decide to write a few words about the absurd apps that run on the online stores and that are often passed as the non-plus ultra of technological innovation in culture. And you will excuse my French if I say that many of these applications suck bananas: Believe me if this expression is all too euphemistic. Why does the 3D reconstructions have to do Paco Lanciano? Why do virtual tours have to make them makeshift accountants who are fortunate enough to be well-cuffed? Or even volunteers who in the evening have read some tutorials on the net and the day have put themselves to write apps for smartphones with the consent of the museum director? Is it possible that many archaeologists who are perfectly able to do these things are not one that is called at least to cooperate? Of course with a minimum of pay, because to be called to cooperate at a free level does not solve anything.

Will this May 18 the drop that will make the vase overflow? What will make us realize that if Pompeii collapses is not only the fault of politicians but also of those who administer Pompeii? Because the south complains about the lack of economic funds, but then tens of billions of the European Union return to Brussels because those who do not know how to spend it? Except then even refuse to give you a permit to do a free job and you would also give the institution on duty! Why do we do international petitions, punctually deprecating our country in front of the whole world, for the landfill of Villa Adriana, but we do not make international petitions against the way in which the cultural good is managed in Italy? Against the bold use of volunteering, to the detriment of professionals more and more frequently annihilated, underpaid when charged and insulted in their profession. All right, the Open data will help us to clean up the most glaring incompetence, but that day who knows what will be left of culture on a professional level and what instead of culture as a pastime, culture as grand Tour, culture as a trip out It brings on Sundays, of culture like football matches on the meadows of the Reggia di Caserta, with peddlers, fortune-teller and even dealers (all of which naturally enter free of charge).

Course in Geomatica for cultural heritage

They close the day after Friday 22/02/2013 the inscriptions to participate in the specialization course in geomatics for the preservation of cultural heritage, to be held in Florence under the supervision of Prof. Grazia Tucci. This is a particular course in the Italian panorama, being in fact the only one that offers competences ranging from 3D relief to structural monitoring, from cartography to thermographic analyses. With these premises, the course is particularly suitable for all those who work in the field of cultural heritage at the level of study, research, documentation and conservation.

The registration fee amounts to €1,200, halved to €600 if the candidate is a graduate with a maximum age of 28 years. The minimum qualification to be admitted is the Bachelor’s degree, or triennial. To keep the lessons will be some of the most important experts in the National and international field in their fields of application, in particular mark the presence of F. Remondino of FBK. The lessons of articulating in 120 hours of lectures + 150 hours of internship optional and will focus specifically on the following topics:

New techniques for architectural and archaeological relief
Introduction to measurement and treatment of observations
GIS at Urban and architectural scale
Cartography for the profession
Scanning systems for urban and architectural relief
Digitalization of archaeological finds and works of plastic art
“Image-based” systems for 3D model generation
Thermal imaging
Web visualization and enjoyment of virtual models
Monitoring tools and techniques
GNSS measurement techniques and data processing

You can find a review of the course on Archeomatica in September 2012. Friends who have had the way to attend past editions have praised especially the attention to practice on the field.

For all information, notices, contacts, etc., you can link to the official site of the course: Geomatics for conservation.
